Yes the player still has to agree. If PSG had just paid the release clause for KDB though, he might have thought, fucking hell they wanna pay 200m for me that is a huge honor etc etc.

In his most recent contract negotiations there was the rumor he felt "let down" by the intial offer etc. If he had a release clause during a period of time when he was pissed off at City he could have encouraged someone to trigger it and thats it, hes gone.

If there is no clause there then clubs know to not even bother because City wouldn't entertain it unless the player wants to go.

There's a reason Spurs find it incredibly difficult to attract or keep star players (and Managers). Levy is lauded in the media for being a "tough negotiator." But if Levy was so smart he wouldn't have driven his club into the ground financially and turned them into a laughing stock. The facts are spurs are trying to compete with clubs with an inferior budget. Ultimately these clubs will be able to spend more to bring in better players, these better players lead to better teams. Without the success it is harder to keep the top players.

Levy messed up in 2018 when we had the squad to compete and to kick on but made no signings. Running the club within its means plus the failure of any historic high value transfers Ndombele Lo Celso has seen spurs drop down a level.

I think any team in the world would struggle to keep Bale, Kane, Modric if not competing at the top end, all these players have been in the top few in their position at some point.

Better players don't necessarily create better teams. To think that is to be disingenuous. Some think just throwing money at a club brings success. It's a bit more than that.

Levy refused to take even calculated risks in the transfer market to help get Spurs over the gain line. That has happened two or three times. That is down to him. It happened when those players were at the club.

Completely agree with you, I think some people forget that football players are simply employees that agree to do a job for a specific amount of money and for a specified amount of time. In any other career, there would be all sorts of human rights and criminal issues if you weren't allowed to leave of your own free will unless someone could pay your ransom.
