Lescott should have played a lot more games in the last two seasons.

Think Keegan had an anti-jock policy. Got rid of all of them.

It's largely irrelevant as any changes in quotas won't happen overnight. If it is announced, and I hope it is, that each matchday squad of 17 has to include 7 players who qualify to play for England in it then those radical changes have to be brought into line well in advance. I'd say 4-5 years would be a likely scenario in order to give clubs time to sort out their buying/selling of players and to deal with the inevitable red-tape the administrators of the game will have to deal with to force these changes through. Whatever happens we're going to be producing world-beaters by then. Hopefully.

This would be a disaster, it would be impossible to compete in Champions league using English players

Way too many and way too short a timescale. I don't have time but has anyone had a look at the PL squads to see who could actually fulfill these criteria today? I'm betting there's not many could manage 7 Englishmen out of a viable 17 man squad. No including kids who wouldn't get in the squad otherwise.

Milner is the only English player I want in the City team. Unlike the others he doesn't have a huge ego or is a flashy arrogant prick whose footballing ability is massively overrated. Besides, signing anyone half-decent and English costs an absolute fortune, just look at what United have paid for Shaw, crazy money. Until we develop our own Mancunian kids from the new academy I don't want us splashing silly money on overrated, overpriced English players just to fill a stupid fucking quota.

If city look hard enough and work on the youth talent in this country as well as the rest of the world we will have good english talent in our team and im possitve it will happen
