Excuse my ignorance and apologies if this has been covered but, can anyone explain the rules regarding contact and whether or not the ball has been touched with regard to penalty awards. Different pundits and commentators seem to place the emphasis on different factors when trying to explain their stances - "there was definitely contact' or 'he definitely got a touch on the ball" etc.

Video technology, like the pass back rule and goalline technology, is one of those changes which will be opposed by the dinosaurs but will very quickly fall into the category of 'why didn't we do this years ago'. The referees clearly need help and the technology is there.
Does anyone remember mourinho a few seasons ago going mental at an offside decision ? he approached the 4th official watched it on a tablet then threw it on the ground in disgust shaking his head......in this day and age with the tech available what would it take for a 4th official reviewing any major decisions (penalty /red card)then relaying it to the ref ? feck me if the armchair fan can see an instant replay why not the officials at the game

I fucking hate that argument. Rag/Chelsea/Dipper/England international defender wipes out a forward, then on replays it shows he got slightest touch on the ball, and hey presto, fair tackle!

The 'new' handball rules are even worse. Remember that one (I think against Liverpool) when Richards kicked the ball against his own arm and they were awarded a penalty for handball. What happened to 'deliberate handball'?

Remember Nasri getting cleaned out by Sandro. But he got a touch on the ball, so no penalty.
Point was if he hadn't cleaned Nasri out the ball was still in play and he most probably scores.
The "he touched the ball" bollocks does my head in too. Stones the other day was a penalty too, imo.
He touched the ball,sure, but took out the player at the same time.
 
I couldn't believe what he said and then I remembered it was us who shopped him and his fellow bent refs, Walton & Foy, to the PL. So he had to "retire" at 43. It's about time that little dossier made its way into the public domain and, instead of sitting in a studio, he's in a prison cell where he belongs.
I couldn't agree more.
I had the opportunity to talk to him a few months after we won the title in 2012. He told me he was refereeing the rags away at Sunderland when in the 93rd minute of the game he was officiating "Ryan" asked him what was happening at the Etihad. My thought was a) what f**king right has "Ryan" got asking you what is happening elsewhere and b) why the f**k are you telling him!!
Pretty obvious really...best of mates.

The people charged with governing the game haven't a clue where video technology will lead, and the thought frightens them to death. Why not take the lead from other sports and develop a 'football' approach. Every other sport is better for the introduction of technology. Football would be no different. Game changing incidents need to be looked at in slo-mo! At the present rate, if goal-line technology is anything to go by, we might have it at the start of the 2040 season!

The longest I've seen in other sports is over 4 mins, for what seemed like a fairly straightforward decision in a RL game.

The flak that refs or linos get for making a wrong decision pales into insignificance compared to the flak that a video ref gets if he gets it wrong. Which means that they have to watch every camera shot, just in case the 5th shot is the one that is clearly decisive but is different from the first four. And then they'll review each camera shot 3 or 4 times just to be certain.

And all the commentators that currently say "we should just have a quick look" ? They will be the first to say "well if we're going to use video technology we should at least make sure we get it right" if the video ref makes the wrong call based on a quick look.

And once they've made the basic decision - goal or not goal, they will then spend an eternity deciding how the game should re-start.
