I think there are two solutions, either remove the 3pm ban or remove the worldwide live distribution of the game. The PL are probably worried that another league will step in for the slots if they do the latter. That said, it's still better than the old days, being jealous of people I don't know thousands of miles away because they can watch doesn't really make sense when you think about it.
This rule was to encourage fans to go to games - lower leagues as well as top flight as the thinking was fans would stay in and watch the best match as opposed to watching the local cloggers.
Times have moved on - the best games are not on at 3pm on a saturday. And there is wall to wall sport on TV so there is plenty of reasons not to go to a local match. But I still think the lower leagues will want to keep that rule.
