Homeland secretary Mayorkas said 3 months ago that FEMA was "tremendously prepared" for the hurricane season.
After the hurricane Mayorkas said FEMA is out of money and can't make it through the season" and "We do not have the funds".

Wouldn't you think what a fuck up it is to run out of funds in the middle of hurricane season?? You would think someone would note they may need more funding, than hedge their bets on it not being devastating.
But, yeah, they collectively shrug their shoulders about it.
The funding is negotiated by Congress, currently under Republican control. Biden has asked that they return and authorise more money but the speaker has so far chosen not to.
Again, by the accounts of the people on the ground are that everything that has been asked for has been received. Funding has come from numerous sources and there will be plenty more to come.
Worth mentioning too that among all the lies about money being diverted from disaster relief funding to pay for migrants. In 2019 $155m was diverted from FEMAs operating budget to pay for deportations of migrants to Mexico.
Wonder who was president then. And more importantly, how some would have justified it as a great move (despite being absolutely 100%, in no way Trump supporters).
