I can't tell you if that could be the case.
Only to state, Tevez can gladly go to Milan, but all on our terms, or he will be going nowhere.

how this is done is the most important issue for me. It must be done in such a way to make him want to expedite his departure as quickly as possible, which should play into our hands.
Personally, I would begin to fine him two weeks wages for every week he fails to report for training in manchester. I would do it now, not retrospectively as the PFA will again stipulate that the max is 2 weeks wages per offence.
If city were feeling evil they might fine him every week as follows:
2 weeks wages, for failure to report for training
2 weeks wages, for failure to be available for selection
2 weeks wages, for failure to meet appointments with club physio
2 weeks wages, for failure to turn up for team meetings
