The one I've seen doesn't make it clear, although I'm not saying you're wrong. This part of what is a dreadful atrocity foiled, isn't that important though, the best result is the driver now Ok and out of hospital, and the bomber now resembles a dropped pie.

If you can't traverse stairs and you're able bodied, it's your fault.

If you get blown up by a terrorist, it's not your fault.

Thus, whilst you may be more likely to fall down stairs your own personal responsibility factors in. It's our intelligence agencies job to prevent attacks and track potential terrorists and their ilk properly so they don't cause harm to normal civilians. We know where they are most likely to originate from so we should target our resources accordingly, thus leaving the rest of the population free to carry on as they are.

The driver was very lucky indeed as he was inside when it went off. It looks like thankfully it didn't detonate fully so giving him that chance to escape.

The bomb went off with the driver still inside the vehicle. I’m holding off before hailing the driver as a hero. I’m sure they’ll be a go fund me set up for him though very soon…
