Of course it is, but if the lad wants more playing time then I see it as an obvious move,now that the Scousers are paying £110M for their new midfielder.Always mentioning Philips will not makes him going away at the end of the day the decision to move will be on him.
He will certainly be back down the pecking order at City I feel,so a good move for the lad.

If Phillips were to be out of the equation would it not make more sense to have Palmer go there on a permanent deal with a buy back or first refusal clause?
