Those stats are Paqueta playing Moyes-ball, so they need to be taken within that context.Take a look at his stats that's wishful thinking!
Gundogan is better offensively progressive passing, assists, goals etc. Paqueta slightly better defensively blocks, tackles, interceptions etc.
