If he must go on loan, then Rangers would be the best of those three options. Rangers are a huge club with a must win every game mentality, so there’s huge pressure to succeed, and Celtic’s push this season will mean it remains competitive to the end. Question is whether he can step up to be sufficiently involved to make such a loan meaningful.
 
The last thing we need is a player that can provide cover in emergency situations leaving on loan

Scottish football is dire and the surfaces they play on are equally as bad. He needs to be loaned to a English Championship side who play decent football on a good surface. Forest or similar would be ideal.

The standard of Championship football is hardly any better at times- try watching Gomes at Barnsley! :-)

Save for Livingston's artificial surface, the quality of surfaces in Scotland has improved; shutdowns have arguably been beneficial in that respect. If he goes out on loan, it will be to a club where we know and trust the management, which narrows it, and playing for Rangers would be a much tougher challenge than coming on for the last ten minutes every other week for a Championship side- see Rogers at Bournemouth, who may well be going to Forest.
