It's ridiculous. Do Man City have a PR Department? If so what does it do? Has it a softly, softly approach to negative press, keeping quiet? No PR Department at all could achieve that. City consistently get negative press, where's the backlash for these journalists?

the media have been stoking the fires for several years, don't sign for City if you are young, English and want to play
Eventually that seeps into the zeitgeist and then is witnessed when a young England international player turns down the opportunity to play for the most successful club, in the last five years, in the country for fear of not getting games
