I'm no Burnham lover. But let's be fair. The homeless and begging problem that was evident in the city centre for years has improved greatly. There are still homeless people and beggers in the city centree, but nowhere near as many as there used to be. There isn't a city in the World that doesn't suffer from this issue. At least Manchester has tried to tackle the issue of homelessness and begging in the city centre head on.

Professional beggars have been commuting into Manchester from as far afield as Lancashire, West Yorks, north wales and the northern midlands for at least the last 15 years and probably longer
