Sky bet have just gone 1/7 that he's joining City but 4/1 to join the rags.
Chamakh says Nasri and Fabregas are leaving:

Wenger should have sold Nasri to us much earlier and he could have had Mata for his previous buyout fee. I seriously think Wenger could be a dead man walking but think Arsenal will wait for Guardiola to leave Barca and go for him, as he has the same youth policy as Wenger but isn't afraid to spend big money to strengthen key parts of the squad.

More importantly - that kid's wages will be peanuts compared to say what Mata would want...
I agree that it's a policy which has been dictated to AW by his board - however - I also believe that if he went to them and requested the funds to buy literally anyone - they'd back him. His biggest problem is his stubbornness and ego. Either that...or as they are saying here in Paris...he doesn't really care as he's agreed to take over at PSG next summer!
