I'm possibly missing the point, but who do you think is driving these changes if none of those clubs are?Assuming that us, United, Liverpool, Arsenal, Chelsea, and Spurs would definitely oppose it, then they only need to get one other club on board (say Newcastle, Villa or Forest) to defeat it.
