Financial reasons I’d suspect are a big reason and they’ve probably weighed up that out of all the players on huge contracts Neymar is probably the most disposable.

Neymar is the head of PSG South America player gang. I watched a little PSG games (mainly when I was waiting City games) and it was very clear those preferred to pass to Neymar and not pass to French players unless no other options.
