Neymar was young back then and may have been ready to listen to Pep. He is now the classic prima donna/fancy dan bigger than the club player.

Offer made. Maguire signing for City. Rags make last minute better offer and Slabhead chooses the Rags. Pep wanted Maguire especially after his England performances with John Stones. No mystery. Pep wanted Slabhead.
Both Maguire and Stones have failed to live up to their potential.
The idea that Pep reads this stuff is laughable - if he did he’d have shipped out Raz ages ago. Wish he had.
