Their development and build costs are definitely excluded. I think their income from how I understand it can be included, if part of the stadium. I think the hotel and office will income will count, but the arena won't.

Once north stand is complete the cable net will only be required for Colin Bell and East Stand roofs.
There are four anchor points above each spiral on both sides of the ground.
Therefore, could you not tie a new cable from each of those four anchor points on the east side to hold up the roof?
Then do the same with the four anchor points on the Colin Bell side.
Essentially it works the same way as the two big anchor points currently being constructed to hold up the new north stand roof.
Each stand roof would then be held up by its own cables. Meaning you could do away with the cable net and it would also allow for easier expansion of East or Colin Bell if/when that ever is needed. View attachment 148754
The cable net roof system is a light weight structure hence the roof beams are much smaller in section to those in the new roofs. Removing the cable net would mean the roof beams would have to be substantially reinforced. The also the anchor points of the new beams, both N & S stands) are supported by a lot of steel work, effectively cantilever, the cable net beams are not. Not saying its impossible but, as they are totally different designs its unlikely to be able to do as you suggest, after all why didn't they just do that in the first place?
