North Stand Construction Discussion

Any thoughts why one of the hotel gables is built win shaftwall and one in blockwork?
 
Which is which as I’m thinking noise or fire retention?
Both crossed my mind, but both gables are miles away from their boundaries for fire. The blockwork is to the Alan Turning Way side, but again the distance and it being a gable with any form of an external wall should be more than enough to deal with the traffic, particularly with a screen on top of that as well.

The one facing Alan Turing way has really baffled me ! Especially as you can see concrete blocks waiting stacked inside ! As someone who worked 40 years in the building trade I’m completely confused , plus the one facing the co op arena is still unfinished not good for my OCD (-;

I've seen inner leaves built that way from the inside. But only when there is no space for access etc. They've got loads of space. Avoided scaffolding on both gables, but the two being different has always had me a bit curious.
