But there was reports recently that they were hesitant to pay and we're looking for ways to soften the blow while also trying to shop Negredo. With some creative accounting we might be able to use that fee to bring Otamendi's price down and also sign and send that GK to them on loan.

And they say in their forum too, that the rest of the money City have to pay for the player could be in cash, or a loan of our players to Valencia (due to FFP regulations too). Thats why the possible Rulli sign seems to be a possibility too, to get a good player and also to pay for a good defender.
Looks like a fine idea from our board. I wish, it comes to reality in the next days!
