In WestGorton's defence, I think you've misunderstood his point.

I think he meant that Roan seemed to suggest that it was City's investigation, the results of which were released today, which was "wholly inadequate", when in actual fact that's how City's investigation describes the club's response to allegations in the 80s.

I don't think anybody is denying the culpability of the club at the time, but it's also important to recognise how dutifully the club today (which is a completely different entity in almost every way, if not legally speaking) has acted.

Dan Roan just said on the BBC news that the report said City’s internal investigation was totally inadequate. I don’t think that’s true. Unless it refers to their actions at the time, but he’d just been talking about their recent investigation.
I thought Roan's report was purposefully misleading by not clarifying that the FA report and our own were showing historical failures at City and also not qualifying the background to the payments City have made. By announcing that City have paid out millions without mentioning that the club has been open and proactive.

Direct quotes out of context are one of the most effective way of damaging reputations.
 
Yup bbc Scotland I think. IIRC some people complained initially and it was accepted it was true. Scout concerned warned but then repeated same behaviour. Eventually finally moved on and moved to US
