Is he world class? No.
Is he better than the options we have now in that position in Fernandes and Hamann? Yes.
He'll do for now. The team needs to build slowly to get where we want to go, its not going to happen overnight no matter how much we all want it to. Parker is a step up to where we are now. Thats improvement, which is fine by me.
