He walked away from Barca in very different circumstances and a combination of factors. The politics at play in the background of the club, the fatigue of the role he was in, the sense that achievements there would be difficult to top and the fact that the Laporta and co who were gearing up for elections to the board were in a way trying to use him as a pawn. This has been written about in a number of books.
I think he's sincere when he says that he's happy at City, and it's clear that this 'project' that the club is working on isn't finished yet - we're close to establishing ourselves, but we're not quite there yet and that plus (and it's painful to admit, Liverpool and Klopp) the challenges City can offer are a big enough carrot to make me think he'll stick around beyond this season.
Where can he go and get the same resources, facilities, backing of the board and be challenged domestically by rivals of the quality that the Premier League offers? He's a true sportsmen, he wants to compete with the best, and whilst City can still offer that there's nothing to worry about.

I can tell you Arteta didn't throw his hat into the ring simply because he has never been in the equation.
We told him he could take the Arsenal job the first time around and also gave him permission to speak to Newcastle last summer.

As for Arsenal vacancy in 2018 - maybe Arteta wanted more time as Pep's understudy; maybe Arteta's preferred managerial role is a City given the support he'd receive from management.
Taking the recently vacant Arsenal post - obviously Arteta feels fully capable now to be a manager at a top club; Arsenal would especially appeal to him. Also, he might think (without knowing for sure) that Pep could well leave - and with Pochettino expressing interest in becoming our next manager should Pep leave - well, if Pep does leave, maybe Arteta would rather not take the risk that we would choose Pochettino.
Which is to say... I doubt that Pep has decided for sure whether or not he'll be at City come season's end. Arteta's decision to manage Arsenal makes sense given the uncertainty surrounding Pep and perceived competition from Pochettino.
