Thanks for that breakdown fella. We could do with this laid out just so we can throw it at opposition fans for their night time reading (well for those who can read).

As you can see with the everton ruling, the independent commission is tied to the evidence and have no choice but to give reasonings for their recommendations, if the evidence is not their, then they have nothing to go at, as i have said if the independent commission finds us guilty, we are talking criminal charges, if the pl had that kind of evidence why not send it directly to the cps, the fact is they dont.

we may find the non cooperation charges much more subjective.
Does that independent commission have guidelines on appropriate penalties to fit the crime? It would seem in Everton's case that they have been pretty extreme.

I am a 'legal eagle' with experience of non-judicial legal proceedings like these proceedings.

In any well-regulated legal environment rules of procedure normally exist before proceedings begin. These tell the parties what are their rights and obligations at the outset.

Normally, when proceedings begin a clock starts to tick. There will be a timetable for the party alleging misconduct to frame its charges, amend them if necessary,

I'm not a qualified legal eagle, but have knowledge in this field, and in my experience you do your investigation, make your claim (charges), disclose your evidence to the defendant & agree a timetable for them to respond.

If the parties can't come to a full settlement, only then do you proceed to the judicial process. Our situation is anything but this, hence why I was confused how this situation was allowed to come about.

The fact the accuser made the claim but estimates it'll take them 2-4 years to provide their evidence suggests to me this is a bullshit fishing exercise meant to damage City's reputation in the court of public opinion.

I'd appreciate it if you can correct me if I've got the non-criminal process wrong somewhere. None of this makes any sense to me outside of what I've stated & reasoned.

This investigation if the Premier League gets what it wants basically brands Mansour a criminal, it’s a high bar they have to reach to prove that. He will be doing everything in his power to protect his investment, if we have to lawyer up and tie the Premier League in knots for years so be it.

Imagine a sporting body claiming that a diplomat/royal from another nation is a fraudulent cheat and financially irresponsible and not expecting a huge shitstorm of fallout between those two nations' relations.

Especially one who has been actively investing in other projects in that sporting bodies own nation.
