This view that City have been "kicking the can down the road", using "delaying tactics" and that it is somehow an indication of "guilt" is just a nonsense. When there is no trust between an investigator and an "investigatee" or as is now claimant and respondent, and allegations are as serious as this, you do whatever you can to make the process as inefficient and ineffective as possible, using as many weakness in their investigative requests, their rules and their allegations as you can. And, despite what Masters says, the relationship between club and league must be at a near breaking-point. The idea that, if you have nothing to hide, you should just fully cooperate fully or that, as Jordan says, the club should finish this quickly "for the good of the sport" (!) is naive in the extreme.
