PL charge City for alleged breaches of financial rules

Is that right? Maybe whatever league we ended up in would be given a special licence.

Imagine a team were to win the CL one year, then get relegated the same year due to poor performance. There would be no reason to prevent them from attempting to defend the CL.
Maybe not but i'd imagine a lot of our 'stars' would fuck off sharpish if we were ever relegated

No we wouldn't. Premier League would revoke our license to participate.
Its not in the PL remit to decide if the UCL Champions can compete, that would be UEFA's decision However, its likely that if we lost then the charges pertaining to UEFA FFP would come into effect giving them the opportunity to bar us

i've always struggled with why we would seek to inject money along the line of "Sheikh to Etisalat to City", when they could just have gone "Etisalat to City" via a higher sponsorship deal at the outset.

It's more simple than that. If Mansour is so influential in AD that he can get directors and shareholders of some heavily regulated international companies to effectively commit fraud and perjure themselves in front of CAS, why would he not just have used his influence to persuade the AD government to increase their funding of Etisalat/Etihad so they could fully pay the sponsorship themselves? The amounts involved are completely immaterial to the AD government. It doesn't make any sense, unless you assume Mansour is an idiot.
