I doubt they will issue a "minded to" before the actual decision. Both parties have already been given the chance to make any representations they wanted, and it isn't the process.

I probably wasn’t clear but when I said draft report I meant the actual decision but I understand the parties are given the opportunity to correct factual errors (spelling of people’s names or other typos etc.) before wider issue.
