Because there is zero context to it, 2 unamed pl executives at a corporate event are confident that they win the 115 case, its a sun or daily mail headline which would be dismissed as such.

So when he reported parts of his conversation, we can take it at face value that he has accurately reported. Whether the confidence of the PL officials turns out to be misplaced is another matter.
