I have just had a thought. The stadium could conceivably hold say 70K seated but when some of those seats are converted to standing (as seen in Germany) the capacity could rise by thousands because of the extra room it would create. I reckon I have cracked it.
The stadium (would have to be new) would be built with the ability to be converted to standing when extra capacity is needed/standing is allowed in England. Dortmund's capacity goes up 15K when the seated areas that can be converted are changed to standing.
