Fair enough if you think he is over-rated, you may be right. I just think of him having the ball instead of Navas or Nasri, and I know which of the three any defender would least like to face. As for Liverpool making him look good, Suarez and Sturridge created room for him, and I'd hope we could do a better job than their replacements did last season. The other difference for me is that Sterling has the ability to get back and fill out the midfield, not with tackles, just by covering a runner. You are right when implying it is a gamble, but it's maybe time we gambled on electric pace.

Our most important signing this summerHe's more proven than Hazard ever was at this stage. Whilst Hazard has gone on to underline his potential, and some, his showreel was tormenting the dross of French football, even before PSG came into big bucks. Now Sterling has been to a World Cup, where he was head and shoulders above everyone on the field against Italy, and proved in the competitiveness of the hardest league in the world that he has the goods. Now couple that together by harnessing that pedigree with people such as Aguero, Toure and Silva, and you have the components for a Hazard Mark II. I would urge people to watch his late cameo for Liverpool when Rodgers laughably left half his team on the bench for the 1-0 defeat against Real Madrid last season. Madrid knew what was coming on to the field of play and they panicked every time he got the ball and were reduced to numerous free-kicks. Perhaps his finishing can be refined, but would expect that burden to be lifted if he's got the likes of Aguero to pull back to from the by-line. Look how he sparked off Suarez.

If Liverpool reject our final offer for Sterling I don't think we need to worry too much about the HG quota. There is no rule that you have to name any homegrown players but you are restricted to 17 non-homegrown. You can also name as many U21s as you want.
We could name 17 non-homegrown players

3 homegrown (Joe, Clichy, Wright)
+
U21s (Lopes, Pozo, Angelino, Ihenacho etc.)
Given that Pellegrini doesn't like to have a massive squad, we should have enough so if we do miss out on Sterling it's not the end of the world (unless you have a lot of money on him signing for City)

It's amazing how many city fans worry about needless things, Liverpool arent a competitor, certainly not whilst Mr Ed is at the helm!!
