That doesn’t respond directly to my point though. I get the illegality of keeping POWs in a specific area to act as a shield, such as next to an ammunition dump, but an urban area is surely too wide and nebulous to be enforceable as a war crime.

You are supposed to house POWs away from any area likely to be the subject of an attack.

Any area could be subject to attack though, so housing them in major cities should be fine.
