Serial Killer at large in Manchester?

i was thinking more of draining the canal around the town centre and maybe a 2 mile zone, its easy to drain and they have done it many times to clean it up
They carry out essential maintenance between the first week in November and the second week in March. If they drained them willynilly they would leak like crazy when refilled. Who is going to pay for the subsequent repairs. It costs 2-3 million to repair a breach. How are you going to get the waterfront homes along the Canal to agree to them being drained. They look an eyesore when drained and would become dumping grounds for everyone’s rubbish. They also support a lot of wildlife fish etc. Manchester is a Cental hub for the meeting of the Bridgewater, the Rochdale and the Huddersfield canals and is part of The Cheshire Ring. The Manchester canal system waters feed The Bridgewater a private canal with over 4000 licensed boats. This canal is lock less as far as Preston Brook in one direction and Wigan in the other, after it splits at Trafford Park, just after The Swamp and is used 365 days a year. Without the feeds from the other canals. the water levels on The Bridgewater would drop and it would not be usable. Finally the canals are owned and maintained by The Canal and River Trust. Their Charter demands they keep the system open and fully maintained. They answer to The Enviroment Agency, a Government Department, not The Council, who have no control. So draining them for 4 months every year is not a practical solution.

Yeah, but apart from that...

If someone is that much of a pissed up/ drug fuelled fuckwit that they can’t even walk past a canal without falling in then bollocks to them. It’s just Darwin’s theory of evolution at work.

then why not have a 3ft or 4ft fence on foot paths around the city centre ?? how much is single life worth ?? but what about over 100 lost life's ?? MCC and the The Canal and River Trust must have grounds to get funding from the government, the cost of saving just a single life would be worth it

Because it is easy to throw a body over a 3-4ft fence so won't stop the dipper ;-)

Tbf the paths a quite wide along most stretches even stumbling around the chances of falling in are rare, what has happened here is unprecedented compared to water death statistics in the UK where canal deaths are rare.

I suppose you could gate off the pathways and close them maybe from 11pm till 5am in the city centre if feasable, but IF it is a serial killer only talking the possibility seriously will help, something the authorities seem to want to dismiss

If you put a 4 ft fence around it how are you expected to get on and off the boats. Also if you fall in to the canal how would you get out. Bear in mind the average depth of the canal is about 4 ft,the people who do drown in them, it is due to the state they are in when they enter the water and not the depth of the water itself that kills them. The usual place where people fall in is when crossing the lock gates to get from one side to another. In wet weather the lock gates are very slippy and it can be a long drop in to the canal. It would be impossible to fence off around a lock and as they are listed structures, no changes can be done that take away their aesthetic appearance.

You’ve never been drunk or high? I don’t believe you.

Chances are there might be a serial killer. I lived in Barking, East London when Stephen Port was drugging and raping men before leaving them to die in the same graveyard. It took FOUR deaths for the Police to do anything about it.
