No. It goes off head-to-head.

So:
City v CSKA. CSKA won one and the other was a draw, so CSKA are ahead.
City v Roma. Roma got an away draw which is counted like an win on away goals (and there's a game still to play), so Roma are ahead.

So we are bottom.

He's basing it io head to heads between 2nd, 3rd and 4th but that shouldn't apply until the end of the group as the number of games between City, Roma and CSKA is uneven until City play in Rome.
