There are hundreds and hundreds on watch lists-they cannot be watched 24/7.I wouldn't trust the intelligence services to look after a cat half the time

For me, any attack of this sort is an act of terrorism, regardless of who carries it out.
I guess what they mean it's not carried out by someone liked to a terrorist group, and how would they know that just hours after the incident? You would need to do some real digging to find out if they are linked to terrorism. There's no way you could conclude that in hours. You would need to check any technological devices they have, recover any deleted information, check who they associate with etc.

I'd deem any devout religious person as possibly mentally ill, seems MH issues are on the rise quicker than we thought in the UK.Terrorism is defined as violence with a political purpose.
A mentally ill person who believes he has been sent messages by god, or someone who thinks thinks he has a pact with the devil and killing people will increase his chances of winning the lottery are not terrorist attacks.

It’s wider than that but it’s incredibly early in the investigation-I doubt he’s remotely close to being interviewed-it’ll prob be tomorrow. Facts/evidence may emerge that means he is then rearrested under TACT (which then gives them 2 weeks to deal).

My point is there's no way terrorism can be ruled out within hours without digital forensics. So I don't believe the police should say it publicly.
As I said, it seems easier for them to just decide its not terror related and work backwards from there, rather than be honest and say they're investigating the possibility.
