Completely agree. They really shouldn't be allowed to continue dragging this out indefinitely. The Premier League should have told them that December 15 against Burnley was their final deadline. Miss that and they have to complete the season at Wembley. Personally, I'd have been even stricter than that, but the PL have bent over backwards to accommodate them and Spurs are taking the piss now.They've now announced they're staying at Wembley until the end of the year, at least. At which time they reserve the right to change their minds again. Levy's explaination of cause shifts blame 'due to factors beyond our control', but what about the factors within their controls?

Yes, safety is important, but so is maintaining a fair environment for fans and competition. Their lack of foresight and planning should be punished, but won't be. Levy's complete ignorance of the expense and inconvenience his club have caused to actual people, is hardly even discussed on wider circles.
