"It's absolutely crucial that these clubs are run as ongoing viable concerns. These financial rules apply immediately.

"This is tied in, and we passed the rule during the summer, to a 'fit and proper person test'. At our club meeting last week, the clubs absolutely endorsed our position of not linking expenditure to income."

I actually like the rule. I think it levels the playing field, and also forces teams to focus on bringing up players through their academy. This is great for us, since we have one of the best Academies in England.
 
the financing bit won't hurt the big four one little bit. they always pay their creditors, by hook or by crook. you really think scudamore would have wanted to (let alone been able to) handicap Utd, Arsenal, Liverpool?

That's the thing. The Prem will personally check if THEY think the clubs can legitimately pay off their creditors. No "oh, we're refinancing that loan down the line at some point", no "well we can give them 80% of our ticket sales". It's all got to be accountable.
 
And that's when they get Champions League money. If Liverpool miss out they are royally fucked.
