This is big news. They didn't say it for sure in the summer - the official line was that doing them both at the same time, or the south end first were both options but the latter was regarded at that stage as more likely. If they've changed their minds as a result of the fan consultation, it's quite significant.
Isn't the intention to accompany the addition to each end of 6K seats with the creation of 2,400 new premium seats down the sides to increase revenues, with the 2,400 displaced fans being offered replacement seats in the expanded ends. If they add in 12K seats to the capacity at one go, it presumably would mean that they think they can sell 4,800 premium seats by 2015, which would be a major boost to matchday income.

Planning application would be for both ends, but not done at the same time (south first). Away fans location not decided, but still likely to be access at south-east corner (maybe half of top tier at south), 2nd tier at south end would have wider concourse (new wall is several metres outside existing structure) but this means even more "enhanced" seating with packages. Trouble is, if they're displacing people from level 2 for more corporate areas, there will be some demand for people moving to existing parts of the ground.
