I think it's because the Carlos Tevez saga in the past had really damaged the Premier League reputation. They want 100% confirmation that this wont happen again, so people like Richard Scudamore will look at all the paperwork to ensure that. It is logical that it will take some time.

If I remembered correctly, when Liverpool sign Mascherano, the Premier League had just realized the thrid party ownership problem involved. (I remembered West Ham had not disclose the information of MSI before the Mascherano deal let Premier League found out.)
