Carlos Tevez is on the verge of dropping his appeal to the Premier League over the £1.18million fine imposed by Manchester City after he fled to Argentina last November.
The striker's stand-off with City has already cost him around £9m, but withdrawing his appeal could lead to a considerable thawing of his relationship with the club.
Roberto Mancini insisted the door was still open for Tevez to play for City again, but reiterated he expected an apology from the 28-year-old.
The City manager said: 'It's up to him. Carlo knows everything. We are here and nothing has changed.
'Carlo is a City player. We've been expecting him for three months. An apology would be normal. Carlo can play and train if he is in good condition to play and train.
'I didn't have a problem and the club don't have a problem. I will always shake his hand as I forgive people all the time.'
Tevez is expected back at training at City on Tuesday after he was unable to find a new club during the January transfer window.
He was due to arrive back in England from South America late on Sunday night.
It is understood Tevez is set to tell City he does not wish to challenge the club's decision to fine him, something that he indicated he would do when the window closed on January 31.
Tevez was fined six weeks' wages by City after being found guilty of gross misconduct in mid-December.
An appeal to the club's board failed in January.
The striker also lost a further six weeks' wages after City stopped paying him, as well as any rights to a £6m loyalty bonus.
