I suspect the Tories tried to buy votes believing the vast majority would rather extra £ in their pocket and accept the public services as they are.I’ll pay, and many more like me. Some of us are a little bit better off and expect to pay our share, yet the Tories have just given me a load of extra money in my pay packet when our social infrastructure is/has crumbled.

In this emergency - for this is what it is - Councils should be given the money to build modern prefabs, well insulated and with solar panels. Cheap rentals as starter homes. The rentals and savings on Housing Benefits alone would pay the debt repayment.
Of course, this would take imagination. We are stuck in the same old rut of freeing up cheap land so that Barretts and their ilk can build 450k houses that most people can't afford.

Build more, prices come down. Maybe that money sent to Rwanda would have been better spent on local social housing projects. If you wanted to put a positive spin on it, you could say money is being taken from the old and given to younger working people.
Why did the Tories grant two unaffordable NI cuts? In the hope of electoral gain. They knew the chances were they wouldn't have to sort out the consequences.
