He wants to run a surplus in "normal" times ( whatever that means).
Not a bad idea.
Why does he need legislation to make him do what he already intends to do?
Wouldn't said legislation be complicated?
What happens if he fails to meet his target of running a surplus?

Our national debt at the end of 2010 was £760bn. Our national debt at the end of this year is forecast to be £1,360bn.

Covering up the fact he inherited an economy that was begining to grow again so claimed we were like Greece.He Fucked that growth up by introducing ridiculous cuts which led to a double dip and the UK losing its triple AAA rating whilst missing his deficit target by a huge margin and he borrowed like a desperate drunk.

We've had a national debt since around 1700 and over 310 years that reached £760bn. In 5 years, Osborne has doubled that. Doubled it. Think about that. He can't blame that on Brown.
 
Like Minister Neville Chamberlain came back from Germany and claim we have peace in our time, we will have David Cameron returning from Germany singing the praises of what a brilliant deal he has for the United Kingdom. Cameron is welded into the EU deep state machinery and all this referendum chicanery is mere window dressing. Cameron will be sent home with a few paltry concessions which he will try and sell as some kind of watershed landmark achievement of masterful statesmanship. We know of course that they will be nothing like this.
