Great post except for the fact that it is wrong on just about everything.
This country and also France are 'policed by consent'. Basically if the majority of the public at that immediate time do not agree with something, there is little the police can do.
When 55k turn up at the Etihad the vast majority police themselves by behaving. IF they decided they were not going to behave, it does not matter if a thousand coppers are on duty. Even 20k coppers are going to struggle, how do you arrest them all and where do you keep them. For every person arrested that is a copper removed from the disorder. It works because fans want it to work.
Paris was 100 thousand scousers. OK not all were hell bent on trouble but 19k had genuine tickets, if only 10k had fake tickets and 10k wanted to jib in, that is 20k fans who have to be separated from decent ones.
When you are looking at doubling your capacity, from 19k to to 40k a disaster is likely to happen.
When disorder breaks out the innocent always get hurt.
For all the rights and wrongs of Hillsborough a senior cop decided to open a gate and 97 innocent people died.
Kettling may be wrong, pepper spray may be wrong but sometimes it could be the fact that the dippers have a large majority of fans who do not play to anyone's rules but there own.
 
The French Police dole out similar tactics of tear gas and pepper spray on almost a weekly basis but it's mostly aimed at those of either North African or Senegalese origin, so it's not worth a light for our institutionally racist media to mention. When it happens to people from our country, it's an outrage. The same police were at the other end of the stadium where Madrid fans peacefully went about getting into their seats, no gas or spray anywhere, why? In the south of France, on the same day, another European Champions Cup match took place. The Rugby Union equivalent, fans flew in from Eire and travelled from west France, no gas or spray needed. Begs the question why was it necessary at one end of the stadium in Paris? There's been enough comment on the answer, just certain people refuse to accept the reason.

Their fans, their media enablers cannot call Uefa a corrupt organisation and then call us cheats in the same breath. It’s either one or the other, what a fantastic end to the season, and Pep’s comment about everyone supporting Liverpool is well and truly vindicated.

Not a cat in hell's chance at even double that 22 years ago ( I know I can't believe it was that long either!) I paid £100 off a tout for a ticket at Blackburn when we got promoted and that was for the Blackburn end. Anyone who bought a ticket from an unofficial source at such a low price, for a champions league final did so knowing it was a fake. They'd have looked at it, thought it looked good enough to blag in with and bought it.

Shock the dipper wants an apology, and no one he has spoken to are aware of fake tickets or bought one, like they would admit it, why did sky not challenge him on the article in the paper about Liverpool investigating fake tickets well before the final? And the guy on Twitter gibbing in with a fake pass, and he was made to delete the tweet, sky only give the scouse version, when will the French be invited on sky to give their version of events

And notice how sky didn't ever interview a city player on their scary experience of fans of the dippers throwing anything they could at our team coach, and still the dippers would probably demanded an apology from city, saying no scousers were there, people had come in from other cities to set them up
