The good news is that may mean the urge for them to drive cleaner vehicles will mean ulez has even greater impact, but the financial impact on these folk is huge and unaccounted for in the stats

I think they could bring it in now, but let residents register current vehicle as exempt on the understanding that the exemption is lost when it changes ownership or in three years time (whichever is earlier).
