The mirror is quoting Woodward and I don't see any reason to doubt the £25m they lose next year is spread out, it doesn't change the fact they lose 25m and another 25m each subsequent year they don't qualify.

They'd lose 50m total, 25m for the second year they miss it, 25m for the third year. And that 50m would be spread across the remaining years.
