They are flat broke. They had to sell Henderson just to get the money together to loan Amrabat on the last day of the season.

The reason they were fined was because they overspent in last summers transfer window. Money that they didn't have.

They have since acquired big money sponsorship deals with Adidas and Snapdragon, but that is not received in lump sums, it comes in annual instalments.

McTominay and Maguire staying screwed up their transfer plans. They would have signed Pavard and Todibo if that money had have come in from West Ham.
