Yes, it is. “Financial straits” is improper shorthand, the same as “I could care less” — periodically accepted, incorrectly used. “Straits” implies difficulty but doesn’t define difficulty — straits can be perfectly easy to sail through as well. Hence why the modifier “dire” is idiomatic.1) Linguistically, is a modifier strictly needed? You can't be in good straits - maybe DeSantis thinks the usual "dire" or "desperate" is superfluous. Certainly in the UK "financial straits" is commonly used in Parliament and (quick Google) the New York Times has used it unqualified.
