1) Linguistically, is a modifier strictly needed? You can't be in good straits - maybe DeSantis thinks the usual "dire" or "desperate" is superfluous. Certainly in the UK "financial straits" is commonly used in Parliament and (quick Google) the New York Times has used it unqualified.
Yes, it is. “Financial straits” is improper shorthand, the same as “I could care less” — periodically accepted, incorrectly used. “Straits” implies difficulty but doesn’t define difficulty — straits can be perfectly easy to sail through as well. Hence why the modifier “dire” is idiomatic.

That has "serious financial straits". Serious, dire, disastrous... they all just define how bad the straits are. No-one is ever in good financial straits.

I saw Tim Scott's speech standing for president. It was a fantastic oration he almost suckered me into thinking there's some half decent ones left.
 
I do not have a degree in political science, I've never held public office and I have no background in political polling.

That being said, I can 100% make a call in the upcoming GQP primaries:
Tim Scott will not be the GQP nominee for POTUS. If you want details as to how I've come to this conclusion I'd be happy to explain my thinking.
