Of course they are (replication of opinions), but that's the game plan. Some people need to open their eyes and view it as a whole not just from their single team experience.
I, and many others, believe that the VAR is in place solely to manipulate and manage individual in-match events which are still, and seemingly always will be, entrenched in the age old bias and favoritism we've seen for decades.
If you simply take a moment to think about it, shouldn't the introduction of this technology have brought about more consistency in decision making? Has it achieved this? The answer is a resounding no! It's done the complete opposite.
Why is this the case?
Because VAR is just a tool which is used to allow/disallow goal and give penalties, not for "justice", but for "event manipulation" and corrupt product marketing.
Favoured teams win (not the game, just the specific event), unfavored teams lose (again, not the game just the event), and everyone else gets a mix of for and against in order to hide the bias behind a sea of "inconsistency" in order for idiots, who only witness one game in ten, to roll out the tired old line of "you win some, you lose some" or "the refs have a hard job" - because that's exactly what it is for their team.
We, as City fans, have an almost unique experience in this regard. We've seen it from within the "mixed bag" and now we're seeing it from the top down.
It's as plain as the nose on your face if only you desire to look.
