That's like a cop saying he didn't know punching someone was assault. If you are a ref and you don't know basic laws you are stealing a living.The main worry is that at the time Dean didn't believe hair pulling came under the "violent conduct" law. Now he has supposedly been one of our top 2-3 refs for over 20 years. It beggars belief. Until he actually went home and read the law he had no idea an infringement had occurred. Yet he has not only been tasked with improving how VAR is used but is also training other officials how to use it.
