The above could be an apt description for a number of our protectionist foes whose vested interests are prevalent in helping them avoid sinking into the mire.
I agree. The article falls short though of linking the malign influence of the European cartel to the treatment of City (and PSG) through UEFA. Big step for a UK journalist but needs doing if we are ever to get a level playing field.
 
Woodward when asked about CITY and FFP:

"I'm not going to comment on City or any other clubs. What I will say is I go to a lot of UEFA meetings (presumably on occasions with David Gill, Mr Manchester United - see page 5 in this thread for his UEFA roles) and I see a strong commitment to ensure that FFP continues to deliver the benefits that it clearly has in the industry."

Woodward has recently appointed Neil Ashton, formerly sports writer in The Sun, as his PR Adviser.

25/02/2020 - it is reported that Manchester United's net debt rises £73.6m to £391.3m in three months.

FFP was originally intended to tackle debt. Then it was changed. Debt is now ok. Investment is questionable.

Why would this happen? Who would have brought this change about? What were the reasons? Who would benefit? Who would be penalised?

It has been reported that net debt is up from £6bn to £7.2bn across the continent. Debt that is used to fund transfers of the cartel.

Platini, the former UEFA President, wanted debt to be tackled by FFP because not only did it put clubs at risk of plunging into crisis, it also leached money out of the game.There are a number of very good examples of this. Yet debt has been dismissed in the FFP considerations as it did not suit the main protagonists whose vested interests had directed UEFA from the inside and outside. They continue to do so.

Unsurprisingly, Woodward supports all the above through his roles at UEFA. To promote his and his club`s image, Neil Ashton, former Chief Sports Writer of The Sun has become their PR Adviser.

Meanwhile, the vested interests on football governing bodies who are no longer guaranteed a Champions League place, combine together to protect themselves whilst punishing a debt free, investing club.

I wonder if he was on the FFP panel when Liverpool were investigated.

He was certainly on the UEFA investigations committee when they recommended banning us from European football and previously worked as a "security consultant" for the scandal-hit Qatari World Cup bid which was masterminded by Al Khelaifi before he landed his pivotal role at UEFA.
