Interesting that you won't be allowed an Esta if you have been on holiday to Cuba recently.
Imagine quite a lot of people would go on holiday to Cuba and want to go to USA a couple of years later.

You need a full visa and that requires an interview at the US embassy.

They only care if you have had a puff off a joint when you were 15 or ever showed a desire to holiday in Cuba.
Obviously not paying your taxes or medical bill is also a no no.

First time i went was '85 and had to go to Americas house in that there London for a visa. Had a couple of minor convictions but was no problem.
Last time i went (no visa required)i had an outstanding speeding ticket from chips the year before but sailed through immigration no problem.
