That is before they've seen them train and compete within this City team. Bravo looked to be a good buy and Nolito seemed to be a solid signing within his intial first few months at the club.

Pep has seen kelechi play and train for a whole season now, so its easier to make the decision that he won't fit with city's new style of play. Good player, just not the right fit.

He sold us Yaya after playing him as a cdm and can only assume he didn't realise what a world class box to box midfielder he could be when the shackles were taken off.
 
He might do eventually. Pep perhaps just hasn't got the time right now, to teach him, so he's (hopefully) letting him get game time elsewhere.

Kelechi has barely played for 3 years now. He needs football.

He is also not the one dimensional player he appears at City. He was often a No 10 previously with a good eye for a pass & ability to score from distance. We haven't seen that yet at City because of his limited game time imo. He is too eager to play & fucks it up.
Maybe Pep simply doesn't think he's good enough? Maybe he's worked with the lad and thinks he needs to move on? Why do you think one of the best managers in world football has failed to spot something that you think you've seen? Or is it possible that you could be wrong?

Benching Yaya was absolutely justified. Busi had quickly become a much better pivot, a level above Yaya, and as B2B Yaya had lost competition to a more mobile player in Keita.
Pep did try to integrate Yaya as N8/B2B, he just wasn't good enough for that Barca team.
Pep didn't want to sell Toure, but Yaya wanted to play regularly, so the transfer was logical.

Even the World's best managers get things wrong. Hell pep got it wrong with Eto'o, Ibra, and Yaya.

I'm genuinely interested why you seem convinced that Pep and the professionals at City are letting a future world superstar leave the club? Isn't the more likely answer that they know better after working with the kid day in day out and having years of experience of knowing what it takes to make it at the top level?
